SAFETY PERFORMANCE MODEL AS A GAUGE FOR ORGANIZATIONAL MATURITY

To assess a given construction organization’s safety performance, and to identify areas in need of improvement, is currently not a generally accepted practice within the construction industry. To resolve this challenge, a model has been developed to evaluate a safety management program with an emphasis on organizational processes. The final result is an organizational safety maturity model based on the hypothesis that continuous improvement of the safety program denotes higher organizational maturity and greater safety performance. Article emphasis is on the model’s development utilizing a literature review of past safety culture, safety climate, and maturity modeling research, as well as identified influential factors on safety performance. As part of the model, six main components of a safety management program have been identified, including: (1) management commitment, (2) safety policy and standards, (3) worker involvement and commitment, (4) hazard management, (5) equipment, materials, and resources, and (6) working environment. These program components are then analyzed according to Shewart’s total quality management approach of the plan, do, check, act cycle, with a set of defined measures specific to each factor. As part of the model, a corresponding maturity level is subsequently identified based on a given organization’s performance according to each factor. Discussion of the model’s accompanying questionnaire/survey document, the eventual validation of the model, and the proposed data collection process, facilitated by project collaborator the New Brunswick Construction Safety Association, is also given.
