Among approaches to regulating emissions of toxic air pollutants are prescriptive control technologies (e.g., MACT rules) and pollutant-specific emission quantity limits. Another approach, recently adopted in Allegheny County, PA is the use of risk-weighted multi-pollutant emission limits, incorporating both ambient impact modeling and cross-pollutant trading. The objective is to base emission limits for new sources or modifications on calculated health risk levels while encouraging pollutant reductions from existing sources. Specific risk levels and calculations/modeling methodologies are described. Difficulties and complexities of adopting this approach are reviewed, along with case examples.
