The ability of aircraft to participate in trajectory-based operation concepts are often dependent on flight management system capabilities onboard aircraft. It is important to estimate the level of eligibility, determined by flight management system capabilities onboard aircraft, of current and future National Airspace System (NAS) operations for benefits quantization and concept development. This paper presents a methodology for estimating levels of participation at specific Terminal Radar Approach Control (TRACON) airspace sites for a trajectory-based operations concept. The methodology is detailed through an example to determine the eligibility level of operations for participating in the Three-Dimensional Path Arrival Management (3D PAM) concept, a type of trajectory-based operation. The results of an analysis conducted by the MITRE Corporation, based on this methodology, show that the current eligibility level for participation in the 3D PAM concept is generally high across TRACON sites, although some do have more moderate levels. The forecast of future participation levels shows a rising trend.
