Human collaboration in Homeland security: Collaboration planning for day-to-day and hastily formed networks

Collaboration between individuals and organizations exclusively determines the success or failure of homeland security goals and objectives, from day-to-day incidents to major disasters. Process (operations planning) and tools (technology and systems) are only the result of human collaboration. A recent PhD thesis [1] has demonstrated that organizational trust, information sharing, structure, culture, and leadership are the primary factors in determining successful collaboration. The results of this work demonstrate (i) that “it's the people, and not the `stuff'” that determine the success or failure of any capability and (ii) the need for organizational cultures and leadership that allow its people to be creative and innovative for collaboration to exist. This paper presents the importance of this collaboration in advancing the homeland security enterprise. We first explain the primary collaboration factors needed for operational and technological innovation needed to optimize technology and system development, deployment, and employment to achieve any homeland security goal or objective.
