The construction of the national petroleum stockpiling bases (10 bases in Japan), conducted by Japan National Oil Corporation (JNOC), has been completed in August, 1996 and the 50 million KL stockpiling system of the government petroleum reserves will have been established for an emergency by spring, 1998. Management and maintenance in each base is expected to become an even more serious subject in the future and will involve an increase in cost for repairs and replacement of the facilities. In these circumstances, Japan Ocean Industries Association (JOIA) has been conducting a study in the frame work of 3 years since 1995 to standardize the management and maintenance methods of tanker loading and unloading facilities of each national petroleum stockpiling base in Japan. This is funded by Japan National Oil Corporation (JNOC). The purpose of the study is to develop guidelines for standardization in fiscal year 1997, which each base should refer to for standardization. The objective facilities include work vessels, marine hoses, tanker mooring ropes, oil booms and crude oil submarine pipelines. The study has been carried out by five working groups established by the objective facility. The standardization work have been conducted on the objective facilities in the fiscal year 1997. This report presents the outline of the standardization work in the final stage.
