This paper presents a case study for the application of sustainability principles to the assessment and remedial design of a group of sites impacted with chromium (Cr) in the state of West Bengal, India. The Indian government is establishing a National Program for Rehabilitation of Polluted Sites (NPRPS), and this is one of the pilot projects that will establish the framework for assessment and remediation of contaminated sites within the NPRPS. The study area consists of 27 discrete sites impacted by disposal of Cr-containing wastes that were used as fill to raise marshy land located over eighteen (18) kilometers (kms) adjacent to a former highway north of Kolkata. The raised land was then used for industrial, commercial, and residential purposes, in addition to the traditional agricultural use. The study has been used to evaluate approaches to implement generally accepted best practices in environmental investigations in order to achieve scientifically defensible results. The approach has met with broad acceptance by the stakeholders. The study revealed that rapid, unobtrusive real-time field based screening techniques (e.g., X-ray fluorescence, XRF) can work well in semiurban settings. The concept of risk ranking based on environmental and socio-economic variables, risk-based remedial goals, and use of sustainability screening in determining remedial methods was explored during the project lifecycle. After finalization of remedial approach, laboratory and limited field-scale treatability tests were performed to provide proof of concept to the regulators.
