Improving Occupational Health and Safety through Participatory Ergonomics in Hong Kong

Conventionally, occupational health and safety (OHS) professionals are engaged to carry out OHS improvements, with the belief that OHS professionals are more competent in identifying OHS hazards and providing solutions to problems. This approach tends to neglect the importance of the active participation of front line workers. An alternative approach to OHS promotion through participatory ergonomics training workshops was introduced in Hong Kong about two years ago, and has been experimented in hostels for the elderly. The participatory ergonomics workshop started with a brief introduction to the concepts of OHS, workers were then divided into small groups and participated in a walkthrough survey of their working environment using an environmental checklist. They were asked to take note of both good OHS examples and areas that needed improvements. After finishing the checklist exercise, participants gathered to discuss the findings and select the priority areas that needed to be improved. Representatives of each group would present 3 good points and 3 areas that required improvement together with some suggested practical solutions. Management also joined the discussion to listen to the comments and note the suggested measures for improvement. The facilitator would then conclude the findings and provide the necessary technical information on OHS at the end. The process did not end here. Representatives of frontline workers were invited to join the safety committee of the organization. This could encourage workers' involvement in OHS and helped foster safety culture in the workplace. Participatory OHS workshop is a training method that can both raise the OHS awareness among the workers and result in practical improvements. It is an action-oriented training emphasizing "learning by doing". OHS professionals play the role of facilitators in the workshops, providing guidance and coordination rather than giving didactic lectures.
