This is a case study for the decommissioning of the Seaholm Power Plant owned by Austin Energy (AE), the municipally owned electric utility in Austin, Texas. The Seaholm Power Plant generated electricity for the City of Austin and surrounding areas from 1951 to 1992. The power plant produced electricity using five steam-driven turbine generators, consisting of four 20 MW units and one 40 MW unit. The first unit, designated Unit 5, began commercial operation in 1951. Units 6 through 9 were added later during various expansions of the Generator Building, with Unit 9 beginning commercial operation in 1958. Due to the popularity of plant for its appearance and location, the City Council of Austin decided to prepare the facility for public use. AE faced many environmental challenges in converting the facility. This paper discusses these challenges including the evaluation of applicable regulatory requirements, gathering of data on historical site operations, designing a sampling and analyses plan, preparation of specifications for the remediation and removal of equipment, and the actual fieldwork performed.
