Performance-based fire safety design is replacing the traditional prescription regulation, for performance-based fire safety design, human behavior in fire is usually neglected, so it is demanded constructing a kind of new method and database to study the human behavior. This article analyzes the scope of human behavior in fire, discusses decision-making period and pre-movement time, then attaines that the pre-movement times of 85% occupants are about 4 minutes according to survivals inquiry.
