Technical Practice and Effect of Water Dispatch on the Heihe River

The Heihe River is the second largest inland river in China. For a long - term period, with the growth of population and economic development, water consumption of human activities has greatly multiplied in the middle reaches, leading to abrupt reduction of water amount available in the lower reaches, and then dying out of forests, declining of meadows and expansion of deserts, forming one of the major sources for sandstorms in the northern regions of China. For protection of the ecological environment being relied upon by human beings, the Central Government decided to enhance the harnessing of the river and carry out unified control of water resources. The Heihe Basin Administration of YRCC, MWR was established to be responsible for unified control of water resources of the river. In 2000, the Administration started work for water dispatching at the site. Under the correct leadership of MWR and YRCC and with active cooperation of relevant provinces (autonomous region) , through great efforts of three years, water volume entering into the lower reaches rose from 0.73 billion m~3 to 0.80 billion m~3 in 2000, 0.83 billion m~3 in 2001 and 0.90 billion m~3 in 2002, and in July and September of 2000 flows were twice diverted into the eastern Juyan lake of ten - year aridity, which has renewed the desert lake, where grass has come out and groups of birds flying in the sky, including a few of rare animals - white swans are even seen. Progress of water dispatching by stages and distinct ecological environmental benefit have been achieved. The paper describes the general conditions of the river basin, experience and effect of three - year water dispatch, focusing on the technical procedures as well as technical and administrative measures.
