Risk perception is reported to be important to the understanding of how lay people and experts characterise risks and hazards and in the fire safety context, this extends to concerns about the effectiveness of fire safety media campaigns and the public's ability to engage responsibly in fire-safety behaviours. This paper proffers a tentative step towards using well-known research on risk perception and ability as a means to constructing a framework for investigating socio-cognitive processes and their application to communication message construction.
