First Central American Satellite: Financial support in a non-aerospace developed country

Costa Rica is the first country in the Central America region that takes the challenge of developing an aerospace project, consisting of a small satellite CubeSat model, which was boosted by two organizations: ACAE a non-profit association and a public university. Therefore, financial support was one of the most important and challenging aspect to consider, since the first step was to make the people believe that the country had the technical knowledge to put a satellite in space. The main idea of this essay is to explain the background and the strategy of how the Central American Association for Aeronautics and Space (ACAE) budgeted, financed and overcome the hardships to achieve its goal to design, build and launch the first satellite in Central America. The challenges were mainly due to the country's lack of legislation, regulation, categorization, and taxation experience regarding satellites. Additionally, other factors were the size of ACAE, the know-how of strategic partners, finding suitable crowdfunding campaigns, looking for private sector support, importation and exportation process, suppliers' guarantees, sponsoring; and above all building trust over our new partners. One key takeaway of this project was to make detailed planning strategy to forecast the required budget for all the project phases, taking in consideration not only the execution, but also the preparation and close-out budget. The expense plan must include the plan to get the raw material with the technical specifications, technicians' salaries, import and export expenses; regulatory taxation, reserves for legal requirements, accounting advice cost, commitments cost (as presents for sponsors), bank fees, transportation, and provisions for operational risks, among others. The plan must be follow, stating with international regulations requirements, and avoid, as far as possible, disbursing funds for aspects that are not contemplated in each milestone.
