With the implementation of the National Ambient Air Quality Standards (NAAQS) for ozone and fine particulate matter ("PM2.5"), many areas of the country will soon be designated as non-attainment area and become subject to the General Conformity Regulation (GCR) of the Clean Air Act. With this change, Federal Installations in these areas will need to implement programs to assure compliance with the GCR for projects of all sizes. Installation environmental managers not familiar with the GCR will suddenly be faced with the task of reviewing all installation projects to determine whether the "actions" are exempt, "de minimis," or significant. And managers currently subject to the GCR may need to consider new GCR significance thresholds resulting from updated emission inventories or re-designation of attainment status. Easy identification of projects requiring General Conformity Determinations can help you avoid lengthy delays in project approval and implementation. This paper will discuss an approach for simplifying GCR compliance at Federal Installations through the use of "thresholding." In developing a GCR management strategy, installation environmental managers can pre-screen common actions for their installation, and identify actions that are exempt or de minimis. Furthermore, managers can use applicable significance thresholds projects to determine "how big the project can be" before the installation needs to worry about GCR compliance.
