Due to several reasons, quantity of water available at source becomes less than the water demand of consumers and it is necessary to distribute the available water equitably among the consumers. In order to meet this requirement, a simple device capable of delivering almost desired flow rate for the common range of upstream pressure is developed with a rubber sheet as the flow control element. Results of laboratory experiment showed that the rubber elements can be used to control the flow effectively. The installation of the device in the field network also showed successful performance.
