With most of the municipalities showing an outstanding technical and institutional weakness and investments in the area of policies and mananagement of municipal solid waste, the Federal Government of Brazil made a consolidated legal framework, after a long-term investment to achieve the reduction of environmental, social and economic issues related to improper treatment and final disposal of MSW in the country. After the lauching of the National Policy of the Environment in 1981, the creation of the National Environmental System (SISNAMA) and the National Council for the Environment (CONAMA), and after more than 20 years of debate, the Federal Government was able to approve in 2010 the National Policy of Solid Waste. This law came to compose the legal swank and mark out the municipalities on the implementation of public policies, encouraging the installation of sanitary landfills and other technologies, intercropped or not, seeking the closure of dumps and a effective improvement on the management of MSW.
