Legal metrology and instrumentation standard equipment is controlled by software. It is no wonder that the software is updated via the network. Accordingly, there are new problems such as a function stoppage and information leakage by a cyber-attack. In order to ensure that this software controlled instruments operate correctly, there is need to verify that the software is not tampered. To ensure that the software works correctly, there is need to provide the software requirements and appropriate verification methods. In this study, we have studied the construction of software authentication system for measuring instruments. We identified five goals for protecting and validating instrumentation software. We derive cyber-attack threats and scenarios, and propose software requirements to overcome them. It is expected that this research will be able to introduce not only electric power meter but also software certification of type approval measurement instruments.
