The level of development of ships' technique, automation and maintenance systems is highly developed at present time, navigational equipment is rather complete and more often the problems, either at sea or ashore, arise due to the fault of a man. It is natural that the problems of human factor are the international matter. During the last ten years no report on the problem of safety at maritime transport at the International Symposiums, Conferences or Seminars, can go without mentioning them. This is due to the fact that all recent IMO documents (resolutions, conventions, etc) are considering the "human factor" as the main reason of accidents at sea (more than 80%), and, accordingly, recommend to take rather strong measures on decreasing of its influence on the accident rate.
