Philosophy of hazard assessment of pesticides

The regulation of pesticides dates back to laws relating to food additives and contaminants in the years immediately after the second world war. The studies which were required were designed to assess the risk resulting from residues of pesticides in food. Since that time many new risk assessments have been extrapolated from this database: applicators, harvesters, homeowners etc. At the same time, the list of endpoints studied has been continually increased. This has resulted in toxicology data requirements of increasing complexity and expense. Furthermore, while most of the study designs are designed to study the toxicological effects they are not necessarily well adapted to risk assessment. Some of the studies involve inappropriate modes of administration, having been primarily designed to study drugs. In addition the requirement for statistical analysis of all endpoints leads to a confusion between statistical and biological significance. The science of toxicology has developed greatly since these schemes were put in place and new technologies are available which are capable of replacing some of the old methods. It is time to re-evaluate the way we conduct the toxicology assessment to provide better and more efficient safety evaluations.
