International Cooperation as an Instrument for Wind Energy Development: Accomplishments of the past 25 years and strategy for the future

In 1978, experts from ten countries met to begin the work we now know as the International Energy Agency Implementing Agreement for Cooperation in the Research and Development of Wind Turbine Systems. They began exchanging technical information through meetings of experts and conducting research tasks while maintaining careful consideration of intellectual property. Since that time, wind turbine technology has advanced from a few machines at test sites to an important industry with installed capacity exceeding 35 GW worldwide. The IEA Wind Energy Agreement has been in operation for 25 years and now includes 21 contracting parties from 19 countries and the European Commission. Tools of the collaboration on research and development (R&D) have included biannual meetings of the Executive Committee, annual reports and communication of activities, cooperative research projects, meetings of experts, recommended practices, and others. Features of cooperation common to the most successful efforts include interested participants, involvement of utilities, industry, other users of the research results, well-defined multi-disciplinary, multinational approach, and effective dissemination of results. This work avoided costly duplication of effort in national research programs and increased the research labour hours available to any single national program. The strategy for continued international cooperation is outlined in the upcoming Strategic Plan for the next five-year term.
