Since 1993, all Canadian pulp and paper mills that discharge liquid effluents into waters containing fish have been required to survey fish from the receiving environment and compare their growth, survival and reproduction to that of fish living in one or more reference sites. Many fish surveys, particularly in marine environments, failed to catch sufficient adult fish or demonstrate exposure to effluent. Recommendations to address these problems included surveying juvenile fish in these habitats. The objective of the present study was to test whether gross morphological abnormalities in juvenile estuarine fish are a sensitive indicator of environmental quality. Prevalence of abnormalities in young-of-the-year mummichog (Fundulus heteroclitus) sampled from two Canadian Atlantic estuaries was low (< 1%) and unrelated to discharges of pulp mills and sewage treatment plants. Laboratory exposures to 1 to 100% bleached kraft mill effluent from two mills throughout the embryo, larval and juvenile stages did not consistently elevate prevalence of morphological abnormalities or mortality. These results suggest that pulp mill effluents are not teratogenic for mummichog exposed chronically to even high concentrations and that developmental abnormalities may not be a useful measure for surveys of juvenile fish.
