Irrigation districts are the foundation of the national economy and people's livelihood,the main producer of human's food,and the most populated areas with regards to consequently their ecological,environmental conditions and impacts are of great importance to people's production and living standard.How to survey analyse,understand the achievements and existing problems of irrigation district.Also,how to protect and improve their ecology and environment based on scientificdevelopment is the key issue currently confronted by them.
