Since 1990s, the phenomena of high failure rate of projects have triggered researches into project teams and their effectiveness. Focusing on project team effectiveness maturity (PTEM), the article offers the evaluation system of PTEM based on the research of the system operation mechanism of project teams. For the reason that PTEM is a complicated system which is composed of many interrelated and interactive factors, the evaluation index system of PTEM itself is not an internal independent hierarchical structure. Therefore, the article adopts Analytic Network Process (ANP) to evaluate the PTEM grades. The purpose of evaluation of PTEM is to measure PTEM level and tries to find out existing problems of project teams in effectiveness so as to provide foundation for working out effectiveness advancement plan and for improving PTEM level.
