The government reforming question already became the key question in our country present stage reform, this paper has studied in government reforming the statesman to bureaucrat's drive mechanism. Proposed in under the drive cost restraint, adopts divides-power and compensates under two kinds of drives ways realization different drive dynamics, realizes the good organization and the bad organization most superior behavior strategy, namely reorganization and closure.
