One issue that continues to challenge the unmanned aircraft community is the lack of well defined requirements for Sense and Avoid Systems (SAS). The technology, while not abundant, is available to begin mass production of these systems. However, with no design rules-of-thumb, it is currently not a profitable opportunity for industry to pursue mass production. It is the intent of the authors to present a new paradigm to the UAS community in which functional design requirements for an SAS are "traded off" with other vehicle design parameters to ultimately produce an unmanned aircraft capable of operating in the National Airspace System (NAS).
