In the urbanization process in recent years, large-scale shift of towns and rural labor from the central and western areas has caused significantly rural human capital shortage. The shortage of rural human capital investment has a great relationship with socio-economic structure, the ideas of history, employment pressure and the emergence of wage-tide. Cost and benefit models can help to judge whether the rural human capital investment is sufficient.The strategies to solve the shortage of rural human capital investmen can mainly be achieved by reforming the social and economic systems, strengthening the role of public opinion and legal system,regulating the cost of rural human capital investment, expanding public finances fund channels.
