Wind Energy: An Assessment of Alternative Sources for Texas Municipalities

According to the Global Wind Energy Council (GWEC), wind energy systems are becoming prevalent and economically accessible for small-town municipalities. With most municipalities depending on hydroelectric and fossils fuels, the question is what fraction of their electrical source, wind energy can provide while being economically advantageous. The Brownsville Public Utilities Board (BPUB) serves 730 miles in South Texas and is looking for alternative systems with inexpensive levelized cost. This research will assess wind system as an alternative due to its low cost of energy production. To determine how wind system has a long-lasting service, several elements of the wind system are evaluated. In addition, a case study is presented based on BPUB'S electrical production system and expected growth. From these values and using the LCEO calculator, the value of LCOE was found as $62.27 per MWH. Since the objective was to increase the power output by 25MW, the new plant size was 125MW. The effects of this change did not affect the value of LCOE significantly. Therefore, the change was seen to be feasible.
