摘要

The community is the basic unit of city. Based on governance theory, community governance emphasizes the process of governance, which reflects the cooperative interaction among the governance subjects. The paper attempts to build urban community governance structure to solve the problems of community governance subjects such as unknown positioning, lack of participation and other "absence", "misplaced" issue. In practice, there is non-rational game among them affecting the community governance effect. According to the western deliberative democracy theory, the community needs to build a platform for community governance deliberative democracy, promoting all subjects take the public interest as the main community guidelines, making clear the relations, cooperating, and ultimately promoting the community development.
