In this thesis, the author briefly presents advantages and disadvantages of potential evaluation subjects of energy saving and emission reduction performance of county and municipal leaders of party and government organs. According to Mitchell's stackholder classification, potential evaluation subjects of energy saving and emission reduction performance of county and municipal leaders of party and government organs are classified into seven types, i.e., dormant stackholder, possible stackholder, required stackholder, key stackholder, subordinate stackholder, dangerous stackholder, and authoritative stackholder.
