Establishing and Maintaining an Effective Training Conscience

This training conscience presentation is not about establishing some new standard, not a new document, not a new checklist or a new idea. It is not about Accreditation or preparing for Accreditation. It is a way for line leaders to think of training, and how they are use training to improve performance. For purposes of this presentation, this is "Training Conscience." While not a specific documented definition, Training Conscience can be thought of as the personal obligation leaders and individuals to internalize and exercise the systematic approach to training to promote improving knowledge and skills, familiarity, and sustain currency. Over the last five years, the Institute of Nuclear Power Operations (INPO) noted several adverse trends in engineering, operations and maintenance. These worsening trends were published and communicated across the industry in level 1 INPO Event Reports. Common to every trend has been weakening worker fundamentals, and shortfalls in leadership and worker proficiency. We must confront these worsening trends in engineering, operations, maintenance and training -four of our most impactful, fundamental areas that are at the heart of nuclear industry performance. We have to revitalize our training approaches, to maximize knowledge, skill, familiarity, and currency such that the likelihood of success in confronting issues and reversing declines can be achieved. How does training impart knowledge, skills, familiarity and currency? 1. Initial training imparts fundamental knowledge and skills 2. Continuing training reinforces fundamentals, and provides practice to sharpen knowledge, technical skills and increase familiarity 3. Just-in-time training is intended to tactically address infrequently performed tasks for which timeliness/currency challenges exist How do we revitalize our training approaches?
