摘要

Disaster risks human-being is facing has been picking up. The United States Katrina Hurricane, the Indian Ocean Tsunami, SARS, Bird flu, China's Snow Disaster and Wenchuan Earthquake and so on. These disasters brought human-being enormous material and spiritual losses, but also endanger the national security and brought huge damage to social development. Therefore, to strengthen urban disaster emergency capability building has become an important strategy for the urbanization process. The United States, Japan and taiwan region of our country, have done some studies on that. However, all these studies ignored the background differences of the object being evaluated thereby affected the differentiation of the evaluation results.
