摘要

This paper develops a framework for developing and implementing an information infrastructure in arndeveloping country with limited resources. It is based on an assessment of the evolution of an informationrneconomy in The Gambia. It is formulated in terms of the linkages between telecommunications and informationrntechnology infrastructure and economic development. The paper proposes a conceptual model of anrnInformation Based Economy (IBE) for developing countries such as the Gambia. The framework, and thernpropositions that are developed from it, should be useful both for researchers, who can use it for developingrntestable research hypothesis, and for policy makers in developing economies, who may use it as a basis forrndeveloping a comprehensive set of sustainable information technology strategies that they can appropriatelyrnimplement.
