摘要

Oil-spill response is a complex process involving a series of logistic and priority setting considerations. Super imposed on this process is an ever increasingly complex system of regulations and procedures required to initiate a response activity. This regulatory melange only further inhibits an effective response. The paper will discuss the need for a minimal set of response method regulatory techniques and will consider the functionality of current practice. It is suggested that all response techniques should be treated equally and the approvals should be contained in an area contingency plan rather than be considered at the time of an incident. This would facilitate the response function.
