摘要

There are several conditions in which the participatory planning practices could transform the local culture, generating institutional learning and social changes. The present work aims to explore them, underlining not only the current dysfunctions in the participatory processes but also, and above all, their positive functions in terms of offering a possibility to foster rather than impede cohesive social relationships. This work, therefore, is focused more on the "spin-off effects that the participation process can generate than on the tools or methods for achieving participation. Regardless of the specific results attained, these effects consist, at the institutional level, of learning and at the community level, of gaining a consciousness of the inhabitants' real power to influence changes.
