Pedestrian Signal Violation at Intersections in China and in Germany

Pedestrian signal violation is recognized as one of the most important reasons for pedestrian accidents world-widely. Pedestrian signal violation refers to the behavior of crossing on red, and entering the crossings during pedestrian clearance interval. An empirical study was carried out at signalized intersections in three cities ; Shanghai in China, Frankfurt and Duesseldorf in Germany, totally at 11 crossings for 28 hours' observation. Pedestrian behavior of those who arrived during nongreen time was focused. The results reveal that pedestrians are two times more likely to cross on red in China than in Germany; pedestrian behavior during clearance interval was accordant in China, nearly all pedestrians entered the crossings during flashing green time, while the situation was various from places in Germany due to different indications of clearance interval. Based on the developed regression models of pedestrian signal violation, average pedestrian delay is found to be the most sensitive factor for pedestrian crossing on red in China, while in Germany, pedestrians are more sensitive to average headway and crossing distance.
