The 2004 garbage haulers strike in northeastern Illinoisrnwas never officially declared a public health crisis, but itrnsignificantly inconvenienced millions of people. ThernSolid Waste Agency of Lake County, IL (SWALCO)rnbecame the main communication conduit in this arearnsince none of the solid waste management companiesrnwere disseminating information, and the spokesman forrnthe union only made very brief statements to the press.rnAs the bags of garbage and recyclables piled up,rnSWALCO coordinated with other agencies on issuingrndaily press releases and website updates to keep localrnofficials, businesses and residents informed. SWALCOrndid not have a crisis communication plan to follow, butrnseveral lessons were learned that will direct the agencyrnas it formulates its first plan.
