SITE CHARACTERIZATION: A KEY FOR ENVIRONMENTAL DREDGING

This paper examines the importance of properly characterizing the dredging target areas as a prerequisite for design and implementation of environmental dredging projects. Target areas at projects completed to-date have frequently been inadequately characterized, leading to the selection of improper dredging equipment and procedures and contributing to project delays, cost overruns, and unsatisfactory outcomes. Key elements for characterizing in-water target areas prior to environmental dredging include determining (a) chemical contaminants and their concentrations at the sediment surface and at depth; (b) presence of protected areas and species, and sensitive habitats; (c) water body conditions; (d) sediment physical properties; (e) location of rocks, obstructions, and debris; and (f) dredge slurry characteristics. These data are needed to feed into and influence key project design elements such as identifying target areas, type of dredge, type of resuspension barriers, appropriate dredging sequence and procedures, and methods for managing dredge slurry. As environmental dredging projects increase in size, the importance of pre -design characterization to the project schedule, cost, and outcome becomes more apparent. The key characterization elements and their relation to key project design elements are discussed in some detail. Example projects are cited. A Case Study, the Hudson River PCBs Superfund Site, is examined.
