The Alameda Corridor Transportation Authority (ACTA) embarked on a comprehensive project to provide offset (mitigation) for the discharge of naturally occurring groundwaters containing low levels of metal contaminants into a local flood control channel (Dominguez Channel) near the Port of Los Angeles. The dewatering was required in order to construct a 10-mile segment of the corridor that was below grade and into the groundwater table. Because the Dominguez Channel is listed as impaired (under Section 303(d) of the Clean Water Act) for copper, lead, and zinc metals, the California Regional Water Quality Control Board and the U.S. Environmental Protection Agency made a requirement in the discharge permit that a mitigation project must be completed that effectively removes 1.5 times the mass of metals discharged from the watershed. After reviewing several options it was determined that the most agreeable mitigation would entail removing a specific amount of sediment from a location within the Port of Los Angeles that contained elevated levels of copper, lead, and zinc metals and then transporting the sediment to a Class II landfill. The return water also required special handling and was collected and transported to a wastewater recycling facility. This paper addresses the planning and negotiation process through the permitting process, contract procurement, execution, and results of the operation. Specifics include the determination of metals discharged and reclaimed, type of dredging and handling, specialized treatment of the sediment and wastewater during and after removal, sampling and monitoring, and overall cost analysis.
