This study addresses the effectiveness of the juvenile rehabilitation programs at the Youth Training Center, with a view to identifying any areas of weakness in the management of these programs, and to recommend improvements that could be initiated to make the programs more effective. Trinidad and Tobago is experiencing a large increase in serious crimes, with an increased number of these crimes being committed by juveniles. The increased rate of crime has given rise to the research questions of whether reformation and rehabilitation programs are effective in meeting their objectives. A multi-method research approach using aspects of evaluation research, phenomenology, ethnology, and case study was employed to evaluate the rehabilitation programs. Structured interviews with 4 prison officers, 4 probation officers and 10 ex-inmates solicited their perceptions on any deficiencies of the programs. The results indicate the programs are not effective because only 20% of the ex-inmates interviewed continued with their selected trade upon release and there was a 55% rate of recidivism at the Youth Training Center. Areas needing improvement include curriculum, tools, instructor training, and postrelease programs for counseling, probation supervision, and job placement. Recommendations were made for improvements in report completion, record management, storage, retrieval, archiving, recovery and information sharing using information systems management best-practices. The study could bring positive social change through improvements in the rehabilitation programs and provide the ex-inmates with the skills and opportunities to earn a legitimate living and subsequently reduce crime in Trinidad and Tobago.
