Municipal solid waste management: A case study of Indianapolis (Indiana).

Municipal Solid Waste (MSW) management confronts a complex problem, juggles a large number of design variables, and therefore potentially presents the public decision makers with large zones of uncertainty about how to proceed. The U.S. Environmental Protection Agency developed the Solid Waste Management Hierarchy to provide a waste reduction framework for MSW. However, the study found that the local governments do not follow the hierarchy. This study consists of three stand-alone chapters that clarify the choices confronting MSW managers.; The first chapter reviews the MSW management literature. Currently, a thorough assessment of relevant literature has never been done, despite the fact that MSW management is a large and important topic. The study begins with the general overview of the MSW problem, and then reviews master's theses and doctoral dissertations, including 46 works produced in the 1990s. Next, the study examines the scholarly studies that use the cost-benefit approach in analyzing the MSW management.; The second chapter looks into the current MSW practices of four Midwestern cities: Louisville, Cincinnati, St. Louis and Indianapolis. The study asks if a pattern is found in the practices and compares outcomes. The differences and similarities of managerial arrangements not only reveal areas of standard practice but also identify best practice. The MSW practitioners will benefit from this chapter.; The third chapter is a case examination of metropolitan Indianapolis. While many cities abandoned incineration practice, Indianapolis is unique in still using all three modes of disposal simultaneously: recycling, incineration and landfilling. Indianapolis has recently gone through an innovation in MSW management, known as managed competition which opened the trash collection to competitive bidding by both public and private service providers. There are surprising findings associated with managed competition. The hierarchy is not followed in an environment that also uses all three disposal methods. The primary audience for this paper is also practitioners.
