摘要

This thesis explores the work of the Canadian National Committee for Mental Hygiene (CNCMH), and its research organ, the Toronto Psychiatric Clinic (TPC) from 1900-1927. I examine the development of discourses about the 'feebleminded woman' in relation to other social problems confronting post-W.W.I. Toronto. The Clinic provided a social and ideological laboratory where the practices associated with the new discourses about the 'feebleminded woman' could be developed, and through which the new knowledge of the 'feebleminded woman' would be deployed. I trace the development of two principal tools around which mental hygiene work was organised: the psychiatric case study and the test of mental intelligence. These tools were collectively applied through the mental hygene survey. The work of Clinic practitioners is measured through their ability to influence the practices and day-to-day organisation of knowledge and operations within state infrastructures and agencies, as part of the history of Canadian state formation.
