This report reviews the role of environmental, health, and safety (EH&S) analysis in the National Photovoltaics (PV) Program and evaluates the effectiveness of such analysis in reducing possible future PV EH&S effects. The National PV Program was established by Congress to provide an alternative to conventional electrical generating sources that rely on fuels found to be in declining supply. The report reviews the development of specific PV technologies that appear suitable for future terrestrial power generation applications, and discusses current and projected markets for state-of-the-art technologies. Recent market growth rates for PV products are found to support early Program expectations that a mature PV technology will contribute significantly to the future U.S. electric power generation mix. The report analyzes the EH&S effects of large-scale PV implementation, and reviews current EH&S regulations that could limit PV implementation. The Department of Energy and PV Program approach to avoiding unnecessary limitations imposed by these regulations has been to identify potential hazards of PV, and to formulate requirements on PV system design and fabrication processes that minimize those hazards. Success of the EH&S activity in guiding technology development has been affected by recent changes in Administration energy development policies. The early Program approach of conducting gross risk estimates on assumed PV deployment scenarios was ineffective as a PV technology development guide. The present approach of hazard characterization and impact management cost estimation is in line with current Administration policies. This approach provides a more sound preliminary database for technology evaluation, but will require additional interpretation through focused risk assessment to provide technology planners with a meaningful basis for decisions.
