There are high costs in the different policies implemented by teachers and administrators regarding the performance and behavior of students. It is to be noted that a slight misbehavior of students cannot just be punished with suspension or expulsion because it might lead to demoralization of the students (Fuentes, 2012). After several years of concerns being raised by advocates against exclusionary discipline policies, the district's Board of Education implemented the Positive Behavioral Interventions and Supports (PBIS), a district-wide program. The PBIS program involved strategies that were skills-building and non-punitive. This is characteristic of the disciplinary framework and policy --- avoidance of zero tolerance (Fuentes, 2012). This means that the students are given more opportunities to actually learn without having to face the wrath of a harsh discipline practices which disproportionately impact certain groups of students. The advocates are more in favor of allowing the students to attend school and learn from their classes instead of being removed from school to face the criminal justice system which may not be helpful to the welfare of young students (Fuentes, 2012).
