Why do people who have higher levels of political and civil rights protest? Despite significant research on protest, not many have studied have conducted a systematic analysis of how levels of protest are related to different kind of human rights violations. This article argues that asymmetry between political and civil rights, and economic and social rights increases the number of protests. My argument is supported by a statistical analysis of protest in 153 countries between 1990 and 2011, showing that only respected political and civil rights or economic and social rights are not crucial factors in explaining protest, but the gap between these categories of human rights determines the levels of mass mobilization.
