The problem of agriculture, rural area and farmer is one of the basic problems of building a harmonious society, and also an outstanding problem in current developing process of society, its essence is farmers' income growth. Based on the practice of Hebei province, the authors analyzed the current situation and characteristic of farmers' income from three aspects such as overall growth of farmers' income, income structure and the income gap between urban and rural areas, pointed out the factors restricting farmers income to increase, and put forward some corresponding countermeasures on increasing farmers' income in Hebei province.%“三农”问题是建立和谐社会的基本问题之一，也是当前社会发展中比较突出的问题，其本质就是农民收入增长问题。基于河北省的省情，从农民收入的整体增长情况、收入结构以及城乡收入差距3个方面解析河北省农民收入的现状和特点，指出了制约河北省农民收入水平提高的因素，并提出了相应的增收对策。
