With the accelerated transition of social institution and market-oriented economy, urban planning and construction also confronts new mission of transformation and innovation. Responding to market and demand specialization, a new type of advisory service has emerged-- “Planning and Engineering Total Design”. This new methodology not only extends the "breadth" and "depth" of traditional planning system, but also efectively improves the operability of planning and design. Based on a project research of the yacht navigation area in Greenland Long Island, this paper has explored and discussed the methodology and implementation mechanism of “Planning and Engineering Total Design”. Hope to provide reference for future urban development and design.%随着我国社会体制和市场经济进入加速转型期，城市规划与开发建设也面临着转型与创新的挑战。为了应对市场化、专业化的更高需求，“规划与工程一体化设计”这种新兴的咨询服务类型应运而生，不仅延展了传统规划体系的“广度”和“深度”，更切实提高了规划设计的实施性和可操作性。本文基于对绿地长岛项目游艇通航区域的研究为例，探讨“规划与工程一体化设计”的方法及运作机制，以期为以后的城市开发和设计提供借鉴。
