How to build a Long-term Care Security System for the elderly has become a major task in the period of "Thirteenth Five-year Plan" in c.hina. In this study, we focused on the methods of care needs assessment, and introduced the concept and connotation about long-term care; the theories, methods and international experiences on need assessments by literatures analysis, in order to provide references for the construction of long-term care insurance system for the elderly of China.%如何构建老年长期照护保障制度成为我国“十三五”期间的重要课题。本研究以照护需求评估为焦点，通过梳理国内外相关研究文献，介绍照护保障制度构建中需要注意的概念与内涵、照护需求评估的理论、方法以及国内外经验，为我国老年照护保障制度构建提供参考。
