Through the analysis of main performances and major causes of the abuse of maritime administrative licensing discretion, In this paper,four suggestions to control the discretion are put forward, which are raising awareness, improving legislative techniques, establishing a sound internal control mechanism and strengthening the training of law knowledge and moral principles.%文中通过对海事行政许可裁量权不当使用的主要表现及其原因的分析，提出了控制海事行政许可裁量权的四点建议，即提高认识、提升立法技术、建立健全内部控制机制以及强化法律知识和道德伦理培训。
