Along with the deepening of the economic globalization ,Capitals can flow freely around the world and the asset and capital attributes of mineral resources have therefore become prominent .The form , route and related international regulatory policy or institute of the global mineral resources allocation are also changing quietly .To make the reform of our country’s mineral resources management better adapted to current new situation and changes ,and from the perspective of the process that three attributes of mineral resource ,asset and capital are becoming prominent gradually in our country’s mineral resources management ,this paper has divided our country’s mineral resources management since the founding of PRC into the following 3 stages :centralized material object management stage ,dualized material object and value management stage ,and the initial period of diversified resource‐asset‐capital management stage ,and summarized the main characteristics and problems of these 3 stages’ s management .It is proposed in this paper that the reformation of our country’s mineral resources management in the future should focus on the relations between the government ,enterprise and market ,and we should remove the obstacles hindering the transformation of the mineral resource ,asset and capital ,and establish a management system with the“state‐owned ,public‐use and win‐win” property system as the core .%随着经济全球化的深入发展，资本可在全球自由流动，致使矿产资源的资产和资本属性得到了凸显，全球矿产资源配置的形式、路径及相关的国际管制政策或制度也在悄然发生改变。为了使我国矿产资源管理改革能够更好地适应当前新形势和新变化，本文从矿产资源、资产和资本三种属性在我国矿产资源管理中不断显化的过程着眼，将建国以来我国矿产资源管理划分为了一元化的实物管理、二元化的实物和价值管理，以及多元化的三资管理萌芽3个阶段，并概括了其主要特征及存在的主要问题，提出了未来我国矿产资源管理改革应围绕政府、企业和市场的关系展开，着力打通阻碍矿产资源、资产和资本相互转换的通道，建立以“国有、公用、共赢”产权制度为核心的管理制度。
