In order to study the impact of construction waste discharge and penalty changes on enterprises reduction behavior,construct and analyze the evolutionary game model of government and enterprises,find that the sum of the discharge rate and the proportion of the penalty is one of the main factors influencing the enterprise reduction behavior changes.Perform numerical simulation of the model,find that the impact of the sum of the discharge rate and the proportion of the penalty impact on enterprises reduction behavior is related to the inspecting cost.So the government adjusts the charge policy,also need to adjust the inspecting cost simultaneously,so can ensure that enterprises actively participate in the construction waste reduction activities.%为研究建筑垃圾减量化过程中排污费与罚金的变化对企业行为的影响,构建了政企的演化博弈模型,对模型进行分析,发现排污费费率与罚金比率之和是影响企业减量化行为变化的主要因素之一.对模型进行数值模拟,发现排污费费率与罚金比率之和的变化对企业行为的影响与检查成本有关.因此政府在调整收费政策的同时,也要对检查成本进行调整,如此才能确保企业积极参与到建筑垃圾减量化活动中.
