2009年省市县三级健康教育机构卫生人力资源现状分析

         

摘要

Objective To analyze the national status of human resources structure and capacity building in health education institutions in 2009. Methods A formed questionnaire survey was carried out in all the provincial, municipal and county level professional health education institutions, including number, structure, capacity building of professional staffs. Results There were 9001 personnel positions in the three level institutions. The number of professional health education staff was 6906, 53.98% of them were man while 46.02% were women. The average age was 40.58 ±9.42 years old, and 92.08% of them belonged to the Han ethnic group. They had different education background, 30. 11% in preventive medicine, 35.04% in clinical medicine and other medicine, 1. 28% in Journalism and Communication. Most of them had education level of junior college (41.15% ), undergraduate (33. 10% ) , while graduate account for 2.77%. 34.40% of them had primary professional and technical qualifications, 37.70% had medium qualifications, and senior qualifications account for 11.34%. All professional technical staff attended in advanced studies for 837 person-times, attended health education and health promotion training class for 52 767 person-times, attended project train for 45 156 person-times in 2009. Three level health education institutions implemented 1771 projects, published 7319 popular science articles and 1229 academic papers. Conclusion Current number and structure of health education professional human resource had been improved much than 2003, but still need some optimal adjustment to enhance professional work and project execution capacity.%目的 了解2009年全国健康教育机构人员结构与能力建设基本情况.方法 全面调查省、市、区县三级健康教育机构2009年度人员数量和结构、能力建设情况.结果 省、市、区县三级有健康教育人员编制9001个.6906名专职业务人员中,男性53.98%,女性46.02%;平均年龄40.58±9.42岁;民族以汉族为主,占92.08%;所学专业中,预防医学占30.11%,临床及其他医学占35.04%,新闻与传播学占1.28%;学历以大专(41.15%)和本科(33.10%)为主,研究生占2.77%;专业技术资格以初级(34.40%)和中级(37.70%)为主,高级占11.34%.专业技术人员共进修837人次,参加健康教育理论和技能培训班52 767人次,参加各类项目培训45 156人次.执行各类项目1771个,发表科普文章7319篇,发表学术论文1229篇.结论 目前我国健康教育专业技术人员数量和结构均较2003年明显改善,但人员结构需要进一步优化,加强健康教育执行能力.
